Phoenix is outside the path of totality and will experience a partial solar eclipse. It will not be safe to look directly at the sun without specialized eye protection made specifically for solar viewing. 

We caution you! Because the sun may appear dimmer than usual, it will feel to your eyes like it is safe and even comfortable to look at the sun for a prolonged period. It is NOT. This is a false read from your senses. The sun may cause permanent damage to your retinas, even when partially eclipsed. Yes, it really is that bright, still. Do not look at the sun without specialized eye protection. If you are unable to obtain specialized eye protection, you may still appreciate the eclipse using the methods outlined at science.nasa.gov.
